This gives a direct answer rather than a vague one.
Traditional Vedic astrology describes the broad promise of life through houses, planets and dashas. KP takes it further for decisions: it breaks each star into sub-divisions ruled by 'sub-lords', and it is the sub-lord that decides whether a matter will happen or not, and when.
